Background of the Study
In the context of hospital management, outsourcing refers to the practice of contracting out non-clinical services such as cleaning, catering, laundry, and security to third-party service providers. This practice is increasingly being adopted by healthcare institutions around the world as a means of improving operational efficiency and reducing costs. In Nigeria, particularly in Bauchi State, the high cost of healthcare delivery, coupled with a shortage of skilled personnel and financial constraints, has led to a greater interest in outsourcing non-clinical services to improve hospital cost efficiency (Oluwaseun et al., 2023).
Outsourcing non-clinical services can allow hospitals to focus on their core mission—providing quality healthcare—while leaving the management of ancillary services to specialized companies with expertise in these areas. Proponents of outsourcing argue that it can lead to reduced overhead costs, better service delivery, and the ability to reinvest savings into patient care and clinical services. However, while the potential benefits of outsourcing non-clinical services are recognized, there are also concerns about the quality of outsourced services, the impact on hospital staff morale, and the long-term sustainability of cost reductions (Adeyemo et al., 2024).
In Bauchi State, many hospitals have turned to outsourcing as a strategy to cope with the rising costs of healthcare delivery. However, there is limited research on the actual impact of outsourcing non-clinical services on the cost efficiency of these hospitals. This study aims to evaluate the effectiveness of outsourcing non-clinical services in improving hospital cost efficiency in Bauchi State, focusing on the extent to which it reduces operational costs and enhances service delivery without compromising quality.
Statement of the Problem
Despite the widespread adoption of outsourcing non-clinical services in hospitals across Nigeria, there is insufficient empirical evidence to show whether this practice truly leads to improved cost efficiency. In Bauchi State, where financial constraints and resource limitations are significant challenges, many hospitals have embraced outsourcing as a means to reduce operational costs. However, the actual impact of outsourcing on hospital cost efficiency remains unclear.
This gap in knowledge presents a critical challenge for hospital administrators and policymakers who are considering outsourcing as a cost-cutting measure. While there are potential benefits to outsourcing, such as reduced costs and improved operational focus, there are also risks, including the possibility of service quality deterioration and staff displacement (Eze et al., 2024). Without a clear understanding of the effects of outsourcing, it is difficult to make informed decisions about whether this strategy should be widely adopted across hospitals in Bauchi State.
The lack of empirical data also makes it difficult to assess the potential long-term financial sustainability of outsourcing practices. As such, this study will investigate the impact of outsourcing non-clinical hospital services on the cost efficiency of hospitals in Bauchi State. The findings will contribute to the ongoing debate on the viability of outsourcing as a strategy for improving hospital performance in resource-constrained settings like Bauchi.

Scope and Limitations of the Study
This study will focus on hospitals in Bauchi State that have implemented outsourcing arrangements for non-clinical services. Data will be collected from hospital administrators, outsourced service providers, and healthcare workers through surveys and interviews. A limitation of the study is that it will only cover public hospitals, and the results may not be applicable to private hospitals. Additionally, the study may face challenges in obtaining reliable data on cost efficiency, as hospitals may be reluctant to disclose financial information.
